The Commissioners have confined

their investigations on this subject to the Sanitary

Department, the time at their disposal being probably

insufficient to enable them to pursue their enquiry into

the Public Works Department.

The corruption which they have

brought to light is very discreditable to the Subordinate

Staff of the Department, and to a large section of the

Chinese Community, who, in many instances recorded in the

evidence, pressed presents of money on men who had not even

asked for them.

At the same time I must point out

that the report as it stands tends to give the erroneous

impression that the entire Subordinate Staff was found to

be corrupt.

The Commissioners enquired into

charges against 14 British Inspectors and in 8 cases have

recorded the opinion that "they do not think the charges

against them have been proved" while 2 cases are still under consideration. I enclose copy of the

original Appendix 'A' to the report which was modified for

publication.
